qualifications to volunteer

I received an e-mail requesting volunteers. I looked on the fbrn site for the qualifications. Are these guidelines or hard fast rules? In other words, say you haven't worked with a rescue group before, are you automatically disqualified? How much experience is needed in flat faced breeds? If your a first time owner of a frenchie and it's less than six months are you disqualified? Thanks for any clarification
